A un niveau plus local, les CCAS (Centres communaux et intercommunaux d&rsquo;action sociale) assument \u00e9galement un effort important qui peut prendre diverses formes, dont la gestion directe d&rsquo;\u00e9piceries sociales. Les nutriments \u00e0 limiter sont sur-repr\u00e9sent\u00e9s (comme les acides gras et les sucres libres) alors que ceux \u00e0 favoriser sont insuffisants (tels que les fibres, les acides gras essentiels, les vitamines et les min\u00e9raux). Si les exc\u00e8s peuvent \u00eatre corrig\u00e9s assez facilement, les carences sont difficiles \u00e0 compenser. La qualit\u00e9 gustative est \u00e9galement contest\u00e9e. C&rsquo;est pourquoi la pr\u00e9conisation minimale serait d&rsquo;utiliser le Nutri-Score dans le cahier des charges des produits transform\u00e9s et de donner plus de poids aux tests de go\u00fbt dans la s\u00e9lection des denr\u00e9es. Dans le m\u00eame temps, la loi Egalim pr\u00e9conise le respect de la dignit\u00e9 des personnes, leur participation dans une perspective d&rsquo;inclusion sociale. Dans ce cadre, le principe de gratuit\u00e9 constitue un facteur de cloisonnement des diff\u00e9rents dispositifs d&rsquo;aide alimentaire et un motif suppl\u00e9mentaire de d\u00e9velopper des modes de financements nationaux. La mission pr\u00e9conise de soutenir notamment toute initiative visant \u00e0 m\u00e9langer les publics pr\u00e9caires et non pr\u00e9caires. Ainsi, selon leurs moyens, les associations pourront soit s&rsquo;appuyer sur ce dispositif logistique, soit g\u00e9rer en direct l&rsquo;achat de denr\u00e9es. Afin de financer ces initiatives, l&rsquo;IGAS pr\u00e9conise de cr\u00e9er, au niveau national, un Fonds de lutte contre la pr\u00e9carit\u00e9 alimentaire (FLPA) et d&rsquo;assurer la transition en utilisant le reliquat du programme FEAD 2014-2020. Dans ce cadre, trois sc\u00e9narios d&rsquo;\u00e9volution du FEAD sont envisag\u00e9s, \u00e0 titre prospectif :<\/p>\n<p>1. Le plus \u00a0\u00bb conservateur \u00a0\u00bb pr\u00e9serverait 75% des financements actuels du FEAD (en le recentrant sur l&rsquo;achat d&rsquo;un nombre plus limit\u00e9 de denr\u00e9es) et r\u00e9serverait l&rsquo;essentiel du FLPA aux financements de la logistique, de la coordination et de l&rsquo;ing\u00e9nierie des acteurs locaux ;<\/p>\n<p>2. Le sc\u00e9nario \u00a0\u00bb interm\u00e9diaire \u00a0\u00bb r\u00e9duirait le FEAD \u00e0 40% et le FLPA financerait, en plus, les achats en circuit court ;<\/p>\n<p>3. Le dernier, rebudg\u00e9tiserait int\u00e9gralement l&rsquo;aide alimentaire dans le FLPA et r\u00e9serverait l&rsquo;ex-FEAD aux produits d&rsquo;hygi\u00e8ne.
